Any dwelling or dwelling unit which has been placarded as unfit for human habitation by the Permits and Inspections Department shall be vacated within a reasonable length of time as required by the division. No owner or operator shall let to any person for human habitation and no person shall occupy any dwelling or dwelling unit which has been placarded by the Permits and Inspections Department after the date on which the division has required the affected dwelling or dwelling unit to be vacated.
