When the notice of intent to condemn which is required in the provisions of this article has been served as provided therein, the Permits and Inspections Department shall after ten days or at the expiration of the allotted time for hearings and appeals from the hearings, as provided in section 15-23, cause to be submitted to the city council his report in writing giving a complete description of the lot or parcel of land on which the same is situated, together with his recommendation respecting the repair, removal or destruction thereof and the probable costs thereof for condemnation proceedings as provided by either the municipal code of the city, or the applicable statutes of the state.
