The current rules and regulations of the department of health of the state, as revised, adopted and promulgated in pamphlet form, are in the hands of the city clerk, and such rules and regulations, together with any alterations or amendments thereto, are incorporated herein by reference, insofar as the same are applicable to cities of the first class, the same as though copied at full length in this chapter.
