The mayor and city council shall designate, by order, motion or resolution, the dumping grounds within the city or its extra-territorial jurisdiction, upon which shall be dumped the contents of all vaults, privies and cesspools, and all manure, garbage, offal, ashes, cinders, other loose material, or beneficial fill, as that term is defined by Nebraska Administrative Code Title 132, and it shall be unlawful for any person to dump such contents on any other place within the city or its extra-territorial jurisdiction except by written contract approved by the city council and signed by the mayor.
