§ 13-66 ISSUANCE.
   Upon approval by the city administrator of the applicant’s equipment, and no permit shall be issued without such approval, the city council shall examine the application submitted pursuant to this article, and if all the requirements provided by this article are satisfactory, shall issue such permit.
