(A) Compliance with chapter. All provisions and regulations of this chapter shall be complied with before a permit to engage in the business of collecting, hauling or transporting refuse, garbage, trash or rubbish shall be issued.
(B) Dump site. All persons applying for permits to engage in the business of collecting, hauling and transporting refuse, garbage, trash and rubbish shall agree to dispose of such refuse in a sanitary landfill dump site to be designated by the city.
(C) Inspection. Before any person shall engage in the business of collecting, hauling or transporting refuse, garbage, trash or rubbish, he shall submit the equipment proposed to be used to inspection by the city administrator.
