There is hereby levied a license fee for hauling vehicles as described in the Master Fee Schedule for each vehicle for which a permit is issued pursuant to this article. Such license shall be paid after the hauling vehicle passes a truck inspection and filing the application with the city clerk. Should no permit be issued on such application, the license fee shall be refunded to the applicant.
