All fees, rates and charges as provided in this division shall be payable to the city of Bellevue and shall be added to the monthly bill for water usage and collected in conjunction with the water bill as provided by Metropolitan Utilities District (MUD). In those garbage collection districts where MUD does not provide water usage, the billing shall also be done monthly by the city of Bellevue. When not paid, all fees shall become delinquent fifteen days after the billing date, at which time and in which event the city may sue in the civil courts for the collection of such fee.
