It shall be the duty of all persons in possession, charge or control of any dwelling, apartment, trailer or place of business within the city to keep or cause to be kept on the premises a suitable container or containers for the deposit therein of refuse and to deposit or cause to be deposited therein all refuse that may accumulate or be found in or at such dwelling, apartment, trailer or place of business and not otherwise lawfully disposed of as by use of a garbage disposal.
