For the purposes of this article, the following words and phrases shall have the meanings respectively ascribed to them by this section:
GARBAGE. The organic waste and residue of animal, fruit or vegetable matter arising from or attending the household preparation of meats, fish, fowl, fruits and vegetables.
RUBBISH. All nonputrescible wastes such as paper, tin cans, bottles, glass containers, rags, paper sacks, boxes, packing materials and all refuse from dwellings.
