The provisions of this article shall apply to existing conditions as well as to conditions that arise after the adoption hereof, except that conditions legally in existence at the time of the adoption of this article and not in strict compliance herewith, shall be permitted to continue only if, in the opinion of the authority having jurisdiction, they do not constitute a distinct hazard to life or property.
