(A) Not later than January 5, 2009, the mayor, with the approval of a majority of the elected members of the city council, shall appoint a full-time paid fire chief with the appropriate training, credentials, and experience and for whom fire fighting or emergency medical first response is a fulltime career. The fire chief shall have the immediate superintendence of the fire prevention, fire suppression, and emergency medical first response services, and the facilities, equipment and personnel, including, but not limited to, the appointment of such assistant chiefs, officers and district chiefs, related to such services of the city. The salary of the fire chief shall be fixed by ordinance.
(B) In the absence of the fire chief, the city administrator, or his or her designee, shall appoint an acting fire chief. The fire chief may be suspended or removed only in accordance with the Nebraska Civil Service Act and the rules promulgated by the City of Bellevue Civil Service Commission pursuant to said Act.
(C) The fire chief shall promulgate, implement and enforce rules governing the actions and conduct of paid personnel and volunteer members of the department so as to be in conformity with the personnel policies of the city. In addition to such other duties as may be required by the fire chief pursuant to this section of the code, he or she shall keep and maintain full and complete records of fire department data and activities, including but not limited to:
(1) The number of active volunteers in active volunteer service providing emergency response services to the city including their ages;
(2) The amount and type of training received by each volunteer during the course of his or her time of service as an active volunteer;
(3) The number of new volunteers recruited during such period, as described in subsection (D) of this section, and the number of volunteers who cease to be active volunteers during that period;
(4) The basic information regarding each volunteer specified in Neb. RS § 35-1309.01;
(5) The number and nature of calls or requests for emergency services, the response time for each call, to be calculated from the time of receipt of the dispatch to the time of arrival of the first fire or rescue emergency response vehicle at the site of the request, the number of volunteers responding to each call, and the time each call was received; and
(6) Any additional information specified by the city council to be gathered or collected by the fire chief or as the fire chief may recommend.
(D) The fire chief shall collate and analyze the information gathered pursuant to subsection (C) of this section and shall, no less than once in any 12-month period on a date specified by the city council, provide a report to the city council at a regular council meeting on the prior year’s experience regarding the volunteer department and shall make such recommendations as he or she deems appropriate.
