§ 11-16 DEPOSIT—DESIGNATION OF DEPOSITORIES; CONTROL OF DEPOSITS.
   The funds of the city shall be kept deposited by the city treasurer in such banks, within or without the city, as designated by resolution of the mayor and city council; provided that the banks so designated shall at all times comply with the provisions of this article. Such funds when so deposited shall be subject at all times to the order, check or draft of the city treasurer.
