(A) All special assessments levied shall be liens on the property and shall be certified for collection and collected in the same manner as special assessments for improvements and street improvement districts of the city are collected.
(B) The city clerk/treasurer shall place all assessments collected herein under in a special fund, to be used exclusively for the purposes described herein.
