(A) All property located within the boundaries of the district shall be subject to the provisions of the special assessment as provided herein.
(B) The initial annual rate of the special assessment shall not exceed $2.30 per front foot along Mission and Franklin Streets.
(C) The special assessment to be imposed shall be fair, equitable and uniform as to class and shall be based primarily upon the front footage of the real estate within the district.
