§ 2-68 MANNER OF ADDRESSING COUNCIL—IN GENERAL.
   Each person desiring to address the council shall step up to the microphone in front of the table, state his or her name and address for the record, write his or her name and address on the form at the podium provided by the city clerk, state the subject he or she wishes to discuss, state whom he or she is representing if such person represents an organization or other persons and, unless further time is granted by majority vote of the council, shall limit his or her remarks to five minutes, unless the council establishes different time limits at the outset. All remarks shall be addressed to the council as a whole and not to any member thereof. Any question asked of a council member or a member of the city staff may be directed by the council, if deemed relevant, to the appropriate staff member, and said staff member will bring the matter back to the council as a regular agenda item, when necessary.
