No permit shall be issued by the Department of Permits and Inspections, if any of the following conditions exist:
(A) If the applicant’s proposed method of demolition is unsafe, and persons or property would be unreasonably endangered by the demolition project.
(B) If the applicant does not propose a reasonable method for clearing the debris and cleaning the area of the resulting debris.
(C) If any of the requirements for fees, bond or insurance or any other requirement of this article shall lack compliance.
(D) If the applicant proposes an unreasonable amount of time to complete the demolition project.
