§ 2-45 QUESTIONS TO BE RESTATED, EXPLAINED, ETC.
   The presiding officer or such member of the city staff as he may designate shall verbally restate each question immediately prior to calling for the vote. Following the vote the city clerk shall announce whether the question was carried or was defeated. The presiding officer in his discretion may publicly explain the effect of a vote for the audience or he may direct a member of the city staff to do so before proceeding to the next item of business.
