All horses kept, harbored or maintained by their owners inside the city or using the city streets and rights-of-way, except as provided below, shall be registered by their owners with the city clerk. The owner shall state at the time application is made and upon printed forms provided for such purpose his name, address and telephone number and the name, color and sex of each horse owned by such person and where such horses are kept. The provisions of this section shall not be intended to apply to horses who are brought into the city for the sole purpose of participating in any horse show, rodeo or parade.
