Each person paying the annual dog and cat fee required by section 6-39 shall attach a metal tag to the collar of the dog or cat showing the number as provided in section 6-39. The dog and cat fee shall be due and dog and cat licenses shall be available on the first day of August in each year and current dog or cat tags shall be on the animal on or before September 1 of each year.
