§ 6-20 CONTINUOUS BARKING, HOWLING, YOWLING, ETC.
   (A)   No person shall own, keep or harbor any dog within the city which by constant and continuous barking, whining, or howling in an excessive, continuous or untimely fashion shall annoy or disturb the surrounding neighborhood or other persons. In addition no person shall own, keep or harbor any cat within the city which by constant and continuous meowing or yowling in an excessive, continuous or untimely fashion shall annoy or disturb the surrounding neighborhood or other persons.
   (B)   Any dog which annoys or disturbs the surrounding neighborhood or other persons by the constant and continued barking, whining or howling in an excessive, continuous or untimely fashion or any cat which annoys or disturbs the surrounding neighborhood or other persons by the constant and continued meowing or yowling in an excessive, continuous or untimely fashion may be declared a public nuisance and impounded by the licensing authority.
   (C)   A dog or cat so impounded may be reclaimed upon payment of the kennel fee of $5.00 per day and an impoundment fee of $30.00.
