Before any such license shall be issued by the city, the applicant therefor shall pay into the city treasury an event fee as described in the Master Fee Schedule. Any fee required by this section for each vendor/owner/concessionaire shall not be subject to a temporary business license fee under section 23-21 of this Code. In addition, each person, association, firm, or corporation that conducts or operates any carnival, circus, show, temporary amusement park, music concert, or other public event within the limits of the city shall pay to the city a fee as described in the Master Fee Schedule for each ride, show, concession stand or any other type of sales booth in operation at such event.
