Notice of said application shall be published one time in a legal newspaper of general circulation in said county, giving the time and place at which said application will be considered by the city council. Said notice shall be published no less than five (5) days prior to the date of the hearing before the city council. After full consideration, and the hearing of remonstrances, if there be any, the city may, in its discretion, grant or withhold said license.
