§ 3-81 RESTRICTED IN PUBLIC PLACES.
   It shall be unlawful for any person to hand out or distribute or sell any commercial or noncommercial handbill in any public place; except that a handbill may be personally delivered to any person willing to accept the same; provided that nothing contained in this section shall be construed as prohibiting political candidates from distributing political and campaign cards and literature in public places.
