Priority of initial application for any location shall not cause any rights to vest in the applicant although the city council may give this circumstance such weight as the equities of the case demand in deciding between competing applicants. A permittee who has performed his undertaking under this article satisfactorily and applies for renewal before the expiration of an old permit shall be given priority over another applicant for a permit for the same location.
