§ 3-29 MINIMUM NUMBER REQUIRED.
   No application for a permit required by the provisions of this division shall be accepted initially from any person for less than three benches; and no new or renewal permit shall be issued for less than that number to any applicant unless he or she pays the required fee for, and maintains, at least such number of benches.
