§ 124.02 PURPOSES, GOALS, OBJECTIVES AND FINDINGS.
   The city declares that improving the quality of life for its citizens and growing the number of individuals working within the city and subject to the occupational license fee is an important goal, objective and public purpose, and that as part of its effort to meet that objective the city specifically finds that:
   (A)   A need exists to grow and expand an entrepreneurial economy within the city’s boundaries as a means of securing its own financial strength and elevating the opportunity and quality of life available to all its citizens;
   (B)   The city needs to balance, diversify, and strengthen its existing economic base by attracting new jobs;
   (C)   An economic incentive program administered and offered by the city is necessary to attract, nurture and encourage the desired economic development in the service and technology occupational sectors; and
   (D)   That a targeted program offering employee occupational license fee withholdings credits linked to levels of new payroll generation from new jobs and targeted to select highly skilled service and technology and professional employers who might not otherwise locate their enterprises in the City of Bellevue is in the public interest.
