It shall be unlawful for any person, firm, corporation, transient merchant, hawker, or peddler to vend, sell, dispose, or offer to vend, sell, dispose, or display any goods, wares, merchandise, produce, or vegetables, either within or without a permanent or semipermanent freestanding vending machine, on any public walkway anywhere within the city without having first obtained the permission of City Council and a license from the City Clerk-Treasurer.
