§ 116.17 DENIAL OF ISSUANCE OF LICENSE.
   (A)   No license shall be issued to any of the following persons:
      (1)   Any person under 18 years of age or one who is not a citizen of the United States of America.
      (2)   Any person against whom a judgment or conviction for fraud, deceit, or misrepresentation has been entered within ten years immediately preceding the date of application.

   (B)   Notice of denial. If the city denies an individual a license because of division (A)(2) above, the city shall notify the individual in writing of the following:
      (1)   The grounds and reasons for the denial or disqualification;
      (2)   That the individual has the right to a hearing if written request for a hearing is made within ten days after service of notice;
      (3)   The earliest date the person may reapply for a license; and
      (4)   That evidence of rehabilitation may be considered upon reapplication.
