The license fee hereby imposed, levied and collected pursuant hereto shall be apportioned in the following manner:
(A) Of the remainder, seventy-nine percent (79%) One hundred percent (100%) of the fees collected shall be paid into the General Fund of the city for the purpose of aiding in defraying the expenses of maintaining the government of the city.

(B) Of the remainder, zero percent (0%) of the fees collected shall be paid in the I.S.T.E.A. Grant fund.
