§ 114.09 AUTHORITY TO PROHIBIT COLLECTION ACTIVITIES; RIGHT OF APPEAL.
   (A)   Any police officer on duty shall be empowered to order the collections provided for herein stopped when the regulations provided for herein are not being obeyed.
   (B)   Any person so ordered to cease collection activity shall have the right to appeal the decision of the police officer at the next meeting of City Council.
