From and after June 28, 1972, there shall be no more than two boat harbor businesses operated within the city, whether these businesses are operated for profit or otherwise. All boat harbor businesses in excess of two operating within the city as of June 28, 1972 may continue in business until such time as that business is terminated for any reason whatsoever under the ownership.
