(A) No person shall carry on the business of billposting in the city without first having obtained a license to do so.
(B) The Clerk-Treasurer shall, upon payment of $60 by any person, corporation, or company, issue a license to engage in, conduct, or carry on the business of billposting in the city. The license shall be dated as of, and run from the first day in January of the year in which it is issued to the thirty-first day of December, and shall be transferable only as set forth in § 110.24.
(C) No person shall post, paste, print, nail, maintain, or display upon any billboard, fence, building, or other structure, or in any manner expose to public view as an advertisement of any show, play, or performance, any bill or poster except as authorized by the city.
