A written notice shall be tendered to the owner of the vehicle, if known, at the last known address. If the owner of the vehicle cannot be ascertained, then the owner or occupier of the property from which the vehicle was located shall be notified. The notice shall give notice of the infraction of the chapter, that there is seven days to move the vehicle, that it will be impounded at the violator's costs if not moved, the location of where the vehicle is stored if impounded, and the address and telephone number of where information can be obtained to re-obtain possession of the vehicle.
