If a removal of an abandoned or junked vehicle has not occurred after notice and an opportunity for a hearing, and after the seven-day period of compliance, then the city shall have the right to take possession of the vehicle and have it removed and impounded. No person shall hinder, interfere with or refuse to allow the removal.
