(A) The person to whom notice is directed may file a written request for a hearing before the City Council or its designee within the seven-day period of compliance as provided herein or after the vehicle has been impounded.
(B) The City Council may appoint a hearing officer to provide aggrieved parties a hearing prior to or after impoundment of an abandoned or junked vehicle.
