§ 99.02 DEFINITIONS.
   "ABANDONED VEHICLE."Any vehicle that reasonable appears to have been abandoned or discarded in the city on a street, highway or any public way for a period of not less than seven days.
   "JUNKED VEHICLE."Any vehicle that is inoperative or reasonably appears to be inoperative, wrecked, dismantled, partially dismantled or discarded. Conditions that may indicate that a motor vehicle is "junked" include but are not limited to extensive rust; or that it is without properly inflated tires or tires are missing; a missing or broken windshield; missing major chassis components; without brake lights; without any other vehicle component required by law; an expired license plate or registration tag; without a license plate or registration tag; or that it has not been moved in a reasonable length of time indicating abandonment.
   "PUBLIC WAY."Any street, highway, alley or any avenue of vehicle travel open to the public; and, any parking lot open to the public.
   "VEHICLE." Vehicle shall mean a machine that is self-propelled and shall include but not limited to automobile, truck, trailer, motorcycle, tractor, buggy. This chapter shall also apply to a junked or abandoned boat.
