Whenever, in the judgment of the Mayor, or in his absence or inability to act, in the judgment of the City Council, a civil emergency as defined in § 9l.0l is deemed to exist, he or that body shall forthwith proclaim in writing the existence thereof. This proclamation, which shall be known as a proclamation of emergency, shall be effective upon its issuance and dissemination to the public by appropriate news media. A copy of the proclamation of emergency shall also be immediately delivered to the Police Chief of this city where it shall be available for inspection by any interested person, firm, or corporation.
