For the purpose of this subchapter the following definition shall apply unless the context clearly indicates or requires a different meaning.
"DOG." Any member of the canine family, three months of age or over, male or female.
"OWNER." When applied to the proprietorship of a dog, includes every person having a right of property interest in a dog; and every person who keeps or harbors the dog or has it in his care or custody or habitually permits a dog to remain or run about the premises owned or occupied by that person.
