The City Administrator or his designee shall have the authority to designate from time to time parking spaces for the disabled in the city. These spaces shall be located in publicly owned parking lots, and on public streets with on-street parking, so as to accommodate disabled persons as defined in KRS 189.456 and in § 72.66 of this chapter.
