(A) No operator of a vehicle upon a highway shall drive at a greater speed than is reasonable and prudent, having regard for the traffic and for the condition and use of the highway.
(B) No vehicle shall be operated at a speed in excess of the speed limits set forth in Chapter 76 Schedule II in either the business or closely-built business portion of the city, or through the residence portion of the city.
(C) Penalty. Whoever violates this section shall be subject to the same fine as set forth in the fine schedule of KRS 189.394.
