Enforcement of this chapter may be by any peace officer (police, parking enforcement person, or housing inspector, hereinafter called "enforcement officer"). The enforcement officer, in his or her discretion may issue a ticket to the violators, which shall levy a civil penalty as set forth in § 52.99. Upon failure to pay the fine within ten (10) days or correct the violations as herein provided, the enforcement officer may cause to be issued a criminal complaint in the Campbell District Court for violation of this chapter.
