(A) No permit holder shall open any of the public streets of the city by excavation for the purpose of making connection with any public sewer without first obtaining from the Clerk-Treasurer a permit to make such opening.
(B) The permit holder, after completing the excavation, shall replace the materials in the opening and cause the opening to be thoroughly tamped, after which it shall be the duty of the permit holder to replace the surface of the public street in accordance with the specifications of the city.
