§ 51.02 SEWER CONNECTIONS AND TAPS.
   (A)   No license or permit shall be issued to any person, association of persons, firm, or corporation to do the work of making connections with any of the public sewers in the city, until an approved surety bond in the sum of $500 is given to the city. The bond shall be conditioned that the licensee shall indemnify and hold the city harmless from any and all damages caused by the making of such sewer connections. The bond shall also be conditioned for the faithful performance of all duties and for the protection of the property of the city and its inhabitants which may be disturbed by reason of the performance of any work.    (B)   (1)   hen a licensee shall fail to find a regular tap after excavation, he shall not break into any public sewer of the city for the purpose of installing a tap and making a connection therewith unless such work is done under the personal supervision of the Building Inspector. It shall be the duty of the permit holder to notify the Clerk-Treasurer of his failure to find a tap after excavation. The Clerk-Treasurer shall then notify the Building Inspector, whose duty it shall be to supervise such work.
      (2)   When a regular tap is found after excavation, the permit holder shall, after making connection with any public sewer of the city, notify the Building Inspector of the completion of his work. It shall then be the duty of the Building Inspector to inspect and approve the work. The Building Inspector shall have the power to require any improper work, material, or condition to be removed, replaced, or corrected.

   (C)   No person who is not a licensed plumber shall be permitted to make connection with or to tap into a public storm or sanitary sewer in the city, and no permit shall be issued to any but a licensed plumber. The Clerk-Treasurer shall issue a permit upon the payment of the license fee for connecting a residential structure to the sewer system of two hundred dollars ($200.00), or for connecting a commercial structure a fee of two hundred dollars ($200.00) for the first 5,000 square feet plus twenty dollars ($20.00) for each additional 1,000 square feet of building space. The permit shall cover only the work specified at the time the application is made.
