§ 50.03 SERVICE CHARGE TO BE IMPOSED AGAINST PROPERTY OWNER.

The public service charge imposed by this chapter shall be charged against the property owner, firm, association, or corporation of record as of December 31, 1989 and thereafter. Annual charges shall be for the period from July 1 to June 30.
