§ 38.04 ESTABLISHMENT OF COMMUNITY IMPROVEMENT DIVISION.
   (A)   Effective January 1, 1992, there is created a Community Improvement Division of the Administrative Department to be administered by the Assistant to the City Administrative Officer.
   (B)   The Community Improvement Division shall have such powers and perform such duties as may from time to time be required in connection with the Code Enforcement, Building Inspection, Historic Preservation, Zoning Administration, and Animal Control, and perform other functions as assigned by the City Administrator together with such other duties and powers as set forth by ordinance.
   (C)   The personnel rules and regulations of the city shall apply to this office.
