(A) There is hereby created in and for the city, a Fire Department composed of a Fire Chief, three shift captains, and three firefighters.

(1) The Fire Chief shall be appointed by the Mayor with the approval of City Council, and may be removed by the Mayor at will.
(2) All firefighters shall be appointed by the Mayor at will, and may be removed by the Mayor at will.
(B) Training and experience shall consist of any combination of education, training, and experience which provides the necessary knowledge, skills, and abilities to perform effectively the duties of the position.
(C) Subject to the executive authority of the Mayor, the Fire Chief shall be responsible for the organization and operation of the Fire Department of the city, and shall supervise, direct, and control the equipment and personnel thereof.
