Development impact fees shall be calculated using the schedule in section 9-5-17, Exhibit A of this chapter, unless: a) the fee payer requests an individual assessment pursuant to subsection 9-5-8C of this chapter; or b) the City finds an extraordinary impact for a proposed development in writing to the fee payer, in which case subsection 9-5-8D of this chapter shall apply.
