4-2-2: PROHIBITED NOISES:
It shall be unlawful for any person to make or continue, or cause to be made or continued, any loud or unnecessary noise which either annoys, disturbs, injures or endangers the comfort, repose, health, peace or safety of others within the limits of the City including, without limitation, the following:
   A.   Horns And Signaling Devices: The sounding of any horn or signaling device on any automobile, motorcycle, truck, or other vehicle on any street or public place of the City, except as a danger warning, which, by causing noise disturbs the peace, comfort or repose of any person in the vicinity;
   B.   Loud Noises And Amplification Devices: Any noise or the use of any amplification device in such a manner that the sound therefrom:
      1.   Is plainly audible within any place of residence not the source of the sound; or
      2.   Is plainly audible upon a public right-of-way or street at a distance of fifty feet (50') or more from the source of such sound; or
      3.   Upon or within a motor vehicle in such a manner that the sound therefrom is plainly audible upon a public right-of-way or street at a distance of fifty feet (50') or more from the source of such sound.
   C.   Animals: The keeping of any animal which, by causing frequent or long continued noise, disturbs the peace, comfort, or repose of any person in the vicinity.
   D.   Exhaust: The discharge into the open air of the exhaust of any steam engine or stationary internal combustion which, by causing noise, disturbs the peace, comfort or repose of any person in the vicinity.
   E.   Construction Or Repairing Buildings: The erection (including excavating) of new buildings and demolition and major alteration or repair of any existing building other than between the hours of eight o'clock (8:00) A.M. and ten o'clock (10:00) P.M. on weekdays and the hours of nine o'clock (9:00) A.M. and nine o'clock (9:00) P.M. on Saturdays and Sundays, except in case of urgent necessity in the interest of public health and safety. Major alteration or repair is defined as having a value in excess of two thousand dollars ($2,000.00).
   F.   Pile Drivers, Hammers, Explosives, Etc.: The operation of any pile driver, steam shovel, backhoe, pneumatic hammer, derrick, steam or electric hoist or other appliance, the use of which is attended by loud or unusual noise, and blasting and other use of explosives other than between the hours of eight o'clock (8:00) A.M. and nine o'clock (9:00) P.M. on weekdays and the hours of nine o'clock (9:00) A.M. and nine o'clock (9:00) P.M. on Saturdays and Sundays, except in case of urgent necessity in the interest of public health and safety.
