3-3-3: RECORDS OF TRANSACTIONS:
   A.   Every person subject to the provision of this chapter is required to keep accurate, legible records of all transactions involving the loaning or advancing of money upon the deposit, pledge or bailment of personal property of any kind as security for such loan or advancement, or engaging in any transaction involving the sale and purchase of personal property wherein said personal property is, pursuant to agreement, to be repurchased by the vendor, pledger, bailer, or depositor upon the payment of an agreed sum, and all purchases of secondhand or used personal property.
   B.   The records shall include, without limitation, the date and time personal property was taken into possession, whether as security for a loan or purchased or received for resale, an accurate description of the personal property, and the person from whom such property was received. All descriptions of said personal property shall include, whenever possible, the brand name, model, and serial number of the item or items received. The description of the person from whom such property is received shall include said individual's full name, date of birth, a physical description, the individual's social security number or driver's license number and the individual's physical (street) home address and mailing address.
   C.   Every record shall be completed and signed by the pawnbroker or employee and the seller, pledger, trader, or consignor at the time of execution. The pawnbroker shall compare the signature upon the required identification with that upon the record. The signature by the seller, pledger, trader, or consignor shall be a certification that the described property or article has not been obtained by illegal means and is free and clear of any encumbrances and the form shall so state.
   D.   All such records shall be prepared in duplicate on forms approved by the City Marshal, and the duplicate copy shall be furnished to the City Marshal or any of his deputies upon the official request of such officer.
   E.   No record shall be altered, erased, obliterated, or defaced.
   F.   All personal property described in such record shall be open to the official inspection of the City Marshal or any of his deputies during reasonable business hours. (Ord. 99-01, 2-11-1999)
